PAS Sabah takes exception to LDP senator’s extremist claims

This statement refers to the speech of Liberal Democratic Party (LDP) Deputy President Senator Datuk Chin Su Phin which was made during the Opening of LDP Women and Youth Annual Conference at Magellan Sutera Resort and Spa on Sunday, and which was published in a local newspaper yesterday.

 

In his speech, Datuk Chin had pointed out the recent Oktoberfest beer festival held in Selangor organized by the non-muslims which had been used as a tool by extremists to drive their own agendas. According to him, PAS had openly opposed the festival as well as the “I want to Touch A Dog” event and they even proposed in tabling the Private Members’ Bill to implement hudud law in Kelantan. Datuk Chin was reportedly to say that PAS’ political ideology had completely disregarded the feelings of other races in the diverse society in Malaysia.

 

I condemn the above statement. PAS is not an extremist party. When PAS opposed to the Octoberfest festival and the “I Want to Touch A Dog” event, it had valid reasons. In respect of the festival, PAS objected because Islam is the national religion and the event was big and open. It is on that basis PAS was against the festival. But PAS do not prohibit the non-muslims from drinking alcoholic drinks. Just look in Sabah, have we stopped the non-muslims from drinking alcoholic drinks? In Sabah, the prohibition to drink alcoholic drinks only applies to the muslims by virtue of 57(1) dan 57(2) Syariah Criminal Offences Enactment 1995. In respect of the “I Want to Touch A Dog” event, PAS has nothing against dogs. It is the way the event was conducted that raised concerned. Malaysian muslims traditionally follow the Shafie school of jurisprudence which has a stricter view of dogs. Hence, on that ground, touching a dog without valid reasons is not allowed for muslims. But if a dog is sick, thirsty or in grave danger such as drowning, muslims should and must help that dog even it involves physical contact. In our Prophet Muhammad’s sunnah, there is a story about a prostitute who was rewarded with heaven just because she gave water to a thirsty dog. In the event “I Want To Touch A Dog”, some muslims had done more than touching. They hugged dogs for no valid reasons. That should have not happened.

 

Datuk Chin must realize that it was not only PAS opposed the Octoberfest event. UMNO objected too. Selangor UMNO liaison chairman Datuk Seri Noh Omar said that being a multi-racial country was not a reason to hold such event because it challenged the nation status as an Islamic nation, and it promoted alcoholic drinks to the muslim society in Malaysia. UMNO Youth exco member Dr Fathul Bari Mat Yahya also had quite similar view with a PAS leader, MP Temerloh Nasrudin Hasan. The former said that the festival should be held in an enclosed area and not in the open, while the latter said the festival should be done behind closed doors and not promoted as a festival. In respect of the “I Want to Touch A Dog’, even the Islamic Development Department Malaysia (Jakim), in reprimanding the organiser of the ‘I Want To Touch A Dog’ advised those involved to never again organise programmes that touch on the sensitivities of Muslims. Selangor and Pahang muftis also shared the same sentiment. As to PAS’ proposal to table the Private Members’ Bill to implement hudud law in Kelantan, UMNO had proposed the establishment of a national-level technical committee on hudud laws before PAS tables the said bill. Hence, should UMNO and those muftis be regarded as extremists too who had disregarded the feelings of other races in Malaysia?

 

Based on the above explanation, I hope Datuk Chin would be very careful to make any statement regarding PAS. Although he may not expressly label PAS as an extremist party or having extremist view, his statement indicates so impliedly.

Perutusan Presiden PAS sempena Hijratur Rasul 1436

317407_175041069247686_1245799884_nFirman Allah SWT yang bermaksud: “Sesungguhnya telah datang kepada kamu seorang Rasul dari golongan kamu sendiri (iaitu Nabi Muhammad SAW), yang menjadi sangat berat kepadanya sebarang kesusahan yang ditanggung oleh kamu, yang sangat inginkan kebaikan bagi kamu, (dan) ia pula menumpahkan perasaan belas serta kasih sayangnya kepada orang-orang yang beriman.” (Surah at-Taubah: 128)

1. Hijraturrasul dari Makkah ke Yathrib antara usaha memilih kehidupan bersama masyarakat pelbagai kaum secara aman harmoni serta menegakkan keadilan dalam negara, sekaligus menghindari pertempuran, kezaliman, penindasan dan perampasan hak.

2. Inilah sikap Islam di sepanjang zaman yang berkolaborasi dengan semua pihak dan memimpin gagasan keamanan sejagat berpaksikan syariat Allah SWT.

3. Rasulullah SAW bukan sahaja menjadi pembawa rahmat kepada dunia, tetapi juga menunjukkan model kehidupan manusiawi seorang pemimpin dalam menyantuni realiti rakyat di negara yang dibangunkan atas nama Madinah al-Munawarah.

4. Pun begitu, usaha Baginda SAW tidak sunyi dari di hadapkan dengan pergerakan musuh Islam baik berupa propaganda dan konfrontasi perang secara terbuka dari kalangan kafir musyrikin, mahupun komplot dan pengkhianatan tersembunyi dari munafik dan penduduk kaum Yahudi.

5. Kini dunia menyaksikan di sepanjang tempoh 1436 tahun ini bahawa sejarah tersebut sentiasa berulang atas umat manusia di atas muka bumi ini.

6. Umat Islam di seluruh dunia menjadi mustad’afin yang diperangi dengan kekuatan persenjataan dan ketenteraan serta ditindas oleh kuasa asing atau regim pemerintah di negara mereka dan dibunuh sewenang-wenangnya tanpa alasan munasabah melainkan hanya kerana mereka itu beriman kepada Allah. Firman Allah SWT: “Iaitu mereka yang diusir dari kampung halamannya dengan tidak berdasarkan sebarang alasan yang benar, (mereka diusir) semata-mata kerana mereka berkata: “Tuhan kami ialah Allah”….” (al-Hajj: 40)

7. Negara-negara umat Islam juga digoncang keamanan dan keharmoniannya dengan jarum adu domba dan perebutan kuasa hingga membangkitkan pertempuran sesama muslim serta kemusnahan khazanah dan kekayaan negara.

8. Maruah dan hak umat Islam juga dicabar dengan pelbagai label ekstrem, penghinaan ke atas Rasulullah SAW dan al-Quran serta ajaran Islam, selain mewujudkan pelbagai rupa bentuk ajaran baru yang mengeliru dan menyesatkan atas nama juzuk-juzuk Islam.

9. Natijahnya, apabila Islam yang pernah memayungi kesejahteraan di dua pertiga dunia ini dimusuhi dan disingkirkan dari teraju umat, bukan kaum muslim sahaja sengsara, tetapi seluruh penghuni dunia menerima bahana dari perbuatan manusia berkepentingan.

10. Antaranya kapitalisma yang meraja hingga menghambakan rakyat menerusi pelbagai sistem ciptaan serta merakusi hak umum dan memilikperibadikan hasil mahsul negara.

11. Mereka yang di atas memperalat kerajaan dan undang-undang serta memanipulasi material untuk mengikat dan menyekat rakyat hingga menodakan kehidupan dalam dosa dan ketidaktenteraman.

12. Malangnya, perkara sama turut berleluasa di dalam negara kita biarpun gah dicanang telah merdeka bebas dari penjajah melepasi 57 tahun.

13. Oleh itu PAS adalah wadah Islam di negara ini yang komited membangunkan nilai-nilai kehidupan Islam menerusi pemerintahan dan penegakan syariat.

14. Maka bersempena Hijraturrasul 1436 ini marilah kita melakukan tajdid dan hijrah kepada kehidupan bernuansa wahyu Allah dan panduan Rasulullah SAW secara istiqamah. Moga-moga tertegak kembali ‘rahmat untuk sekalian alam’. Rasulullah SAW bersabda yang bermaksud: “Tiada lagi hijrah sesudah pembukaan kota Makkah, tetapi yang tetap ialah jihad atau berjuang dan niat untuk jihad (apabila keadaan memaksa) dan apabila dipanggil untuk berjuang (dan sebagainya) hendaklah kamu bersiap sedia.” (Riwayat Aisyah RA)

Bajet 2015: Mengulangi isi lama

1. Saya mendengar dan menekuni pembentangan Bajet 2015 oleh Menteri Kewangan Pertama yang juga YAB Perdana Menteri ust_hadiMalaysia pada hari Jumaat 10 Oktober 2014, di samping cuma membandingkannya dengan pembentangan yang lalu. Saya akan hanya menyentuh persoalan asas dan prinsip yang bersifat makro sahaja pada saat ini, di mana perincian lanjut sedang hangat diperbahaskan oleh berbagai pihak sebaik sahaja pembentangan itu berakhir.

2. Respon awal saya ialah, kita sebenarnya agak hairan apabila tiada elemen-elemen baru yang mengejutkan dalam bajet ini yang mampu melonjakkan Malaysia untuk mencapai suatu tahap ekonomi yang lebih tinggi, mampan dan berdaya tahan terutama ke arah mencapai wawasan kerajaan dalam tahun 2020.

3. Umumnya, kita dapati bahawa Bajet 2015 masih gagal menjawab masalah-masalah utama yang menghantui ekonomi Malaysia, iaitu :

a. Struktur asas ekonomi Malaysia yang tidak kukuh.
b. Kos sara hidup rakyat yang semakin meningkat.
c. Daya saing ekonomi Malaysia.
d. Kemampanan ekonomi Malaysia.

4. Saya berpandangan bahawa kerajaan masih tidak jelas akan halatuju dan ke arah mana ekonomi Malaysia hendak dibawa. Selagi mana kerajaan gagal untuk menjawab dan bertindak secara konkrit kepada semua persoalan-persoalan di atas, maka maklamat negara berprestasi tinggi atau apa saja sasaran yang diletakkan oleh kerajaan akan hanya menjadi retorik politik. Ianya sekadar cantik pada angka dan statistiknya, tetapi tidak memberi makna yang sebenar kepada rakyat marhain dalam negara kita ini.

5. Penekanan secara tidak bersepadu dalam pendekatan ekonomi hanya akan melemaskan lagi rakyat dalam suasana tekanan sara hidup yang sudah cukup membebankan. Pendekatan fiskal melalui pengurangan subsidi dan pengenalan GST  (di mana kami menolak pelaksanaan GST ini) hanya akan terus meningkatkan lagi inflasi dan sara hidup rakyat. Sepatutnya tindakan kerajaan perlu lebih bersepadu dengan juga mengambil kira dasar kewangan, yang akhirnya akan meningkatkan permintaan dan seterusnya meningkat keluaran ekonomi Malaysia.

6. Struktur ekonomi sebuah negara maju sepatutnya juga menekankan sumbangan sektor perkhidmatan yang substantif iaitu sekurang-kurang 70% dari KDNK negara. Namun sasaran kerajaan yang hanya meletakkan 60% sumbangan sektor perkhidmatan dalam tahun 2020 membuktikan kerajaan tidak menekankan atau bersedia ke arah struktur ekonomi yang betul untuk Malaysia.

7. Bajet juga telah gagal untuk memperincikan langkah-langkah ke arah meningkatkan produktiviti negara bagi mengatasi kadar pertumbuhan produkitiviti yang semakin merosot. Malah kadar pertumbuhan produktiviti Malaysia adalah lebih rendah dari kebanyakan jiran-jiran negara ASEAN yang lain. Struktur ekonomi yang mampan dan berdaya saing, sepatutnya mengambil kira elemen-elemen penting pertumbuhan ekonomi seperti input buruh, input modal dan faktor produktiviti keseluruhannya.

8. Oleh yang demikian, langkah kerajaan yang terlalu bergantung kepada input modal melalui projek infrastruktur dengan memperuntukan jumlah yang besar iaitu lebih RM48 billion bagi mengerakkan ekonomi hanya akan memberi kesan yang tidak seimbang dan tidak mampan. Sepatutnya penekanan juga harus diberikan kepada meningkatkan total produktiviti kerana ianya akan menghasilkan peningkatkan produktiviti dan ekonomi yang lebih mampan dan berdaya saing untuk bergerak ke hadapan.

9. Bajet juga dilihat tidak konsisten dalam pelaksanaannya. Dalam satu masa kerajaan bersungguh-sungguh dalam usaha mengurangkan subsidi, namun dalam masa yang lain menambahkan pula nilai BR1M. Tidakkah ini juga akan menghasilkan kesan yang sama seakan inflasi, iaitu mengherot keseimbangan ekonomi negara, dan yang lebih teruk, akan juga mengurangkan produktiviti, menjejaskan daya saing dan meningkatkan lagi inflasi.

10. Berdasarkan corak perbelanjaan kerajaan BN sepanjang tahun-tahun yang lalu, kadar defisit negara dijangka akan terus berada pada tahap kronik. Kegagalan untuk menurunkan kadar defisit ini juga sangat mengejutkan kerana kerajaan sepatutnya sudah dapat menjimatkan RM1.4b pada tahun 2014 apabila memotong subsidi minyak sebanyak 20 sen walaupun harga minyak dunia mengalami penurunan. Kita masih belum melihat keinginan jitu oleh kerajaan BN untuk membuat penjimatan perbelanjaan, sebaliknya kerajaan BN memilih untuk terus memotong subsidi daripada rakyat yang sudah memang lemas dalam kos hidup yang semakin meningkat. Perbelanjaan berlebihan dalam majlis-majlis kerajaan dan pembaziran kos melibatkan delegasi ke luar negara dengan disertai bilangan kakitangan yang keterlaluan adalah antara perbelanjaan yang wajar dikawal. Cukuplah kita sama -sama meneliti Laporan Ketua Audit Negara yang saban tahun memperincikan ketirisan dan pembelanjaan boros ini.

11. Secara keseluruhannya semua faktor-faktor ini dilihat masih gagal untuk diselesaikan oleh kerajaan. Ini secara jelas dapat dibuktikan dengan pengaliran keluar berterusan modal asing dan pelaburan domestik. Malah sikap hipokrit kerajaan BN dalam menangani masalah ketirisan sumber, penyelewengan dan rasuah, hanya akan memburukkan lagi kenyakinan pasaran kepada ekonomi Malaysia dan seterusnya memberi kesan negatif kepada tahap kualiti hidup rakyat seluruhnya.

PAS Sabah Media Statement

I on behalf of PAS Sabah extend our condolences to all residents of Penampang who are badly affected by flood on 7thOctober 2014. I pray that this tragedy will never happen again.

If the flood situation in Penampang worsens, Unit AMAL PAS, an NGO wing of Dewan Pemuda PAS Malaysia, will be mobilized to assist the Fire and Rescue Department, JPA and the police in the evacuation operation. As of now, Unit AMAL PAS will continue to monitor the situation in Penampang. In the meantime, I urge the state government to act fast in helping the flood victims in Penampang.   

I note that Penampang MP Darrell Leiking had alerted the state and federal government about the flood issue in Sabah. Darrell had in August this year suggested to the federal government to allocate RM200 million to solve Sabah flood woes which monies could be derived from the Prime Minister’s Department whose budget this year is estimated to be around RM16 billion. This sum, according to Darrell, should be used to implement flood mitigation projects in the state, especially in Kota Kinabalu and surrounding areas. And he further suggested that the initiative must be carried out as soon as possible. But Darrell’s suggestion seems to fall on deaf ears. With what happened in Penampang on 7th October 2014, I think both the state and federal government should take Darrell’s suggestion seriously.

Moyog Assemblyman Terrence Siambun also had in September 2014 wanted the authorities to tell the people about flood mitigation plans in Penampang. I guess now it is the perfect time for the authorities to tell the people about flood mitigation plans in that district and also other districts in Sabah.

I really hope that the state government will listen attentively and will act immediately on this matter to prevent similar flood incident in Sabah.

PAS Sabah Media Statement (SMAN Toh Puan Hajjah Rahmah)

I have received a reliable information from a school parent of Sekolah Menengah Agama Negeri Toh Puan Hajjah Rahmah at Kinarut that the school and its hostel are facing serious water problem.

The school hostel frequently has no water. This problem would sometimes continue for about 2 weeks. According to the concerned parent, some male students would try to find solution by finding other water resources such as going out from the school premises. However, for the female students living in the hostel, they have no choice but not to bath. For those students who have families living nearby, they would ask their families to take them home for a shower.

But the worst scenario there is when there is no water is the toilet. The toilets in the hostel and the school would also become very dirty. We all could imagine the condition of such a toilet. No one can bear its disgusting view and outrageous smell.

The concerned parent who went there last week complained that he could not ‘berwudhu’ at the school ‘surau’ because there was no water there.

I suggest that the government and the appropriate minister to immediately look into this water problem. The water problem in SMAN Toh Puan Hajjah Rahmah should have not happened because the school, which began operation on 9 January 2012, has new buildings. Even if the water problem had arisen since the school opening, it should have been addressed and solved by the school authority or the relevant government department.

If the water problem continues to occur, the students will not be able to concentrate in their studies. Those living in the hostel will not be happy staying there and this will negatively affect their studies. It is for the best for the students that the government address and solve this problem on urgent basis. If steps have been taken for that purpose, please take note that they are not working as at last week.

PAS Sabah Media Statement

This media statement refers to the speech of Assistant Minister in the Chief Minister’s Office Datuk Arifin Arif during the launching of the Dialogue Kinabalu on Syariah Laws Enforcement and Prosecution Issues and Black Magic and Law Seminar on 29th September 2014 which was published in Daily Express issue 30th September 2014.

 
I applaud Datuk Arifin’s statement that the Attorney-General’s Chamber is working to amend the existing Syariah Court Act 1965 (Amended 1984) so that the Syariah court in the country could impose more severe sentences for Syariah offences. I think it is the appropriate time for such amendment to take place in view of the current situation. Syariah court’s criminal jurisdiction should be increased so it can impose heavier sentence to syariah offenders. At the moment the said act limits the jurisdiction of the syariah court in criminal matters to offences punishable to a maximum three years imprisonment or with a fine not exceeding RM5,000.00 or with whipping not exceeding six strokes or with any combination of them. Though the amendment is late but it is better late than never.

 
I also agree with Datuk Arifin’s statement that there is an urgent need to increase the number of competent enforcement officers in their ranks to ensure the Muslim community abides by the Syariah laws at all times. I think that the government must increase greatly the number of officers in the enforcement and prosecution units of Jabatan Hal Ehwal Islam Negeri Sabah (JHEAINS). JHAEINS, which is responsible for the matters relating to Islam in Sabah, will not be able to perform its duties efficiently if it lacks man power as it is now. It must be noted that section 48 to 104 of the Syariah Criminal Offences Enactment 1995 cover a wide range of offences. For instances are failure to perform Friday prayer or prayer five times a day, deriding verse of al-Quran and Hadith, contempt of religion of Islam, false worship, cohabitation of husband and wife of different religions, breach of betrothal, and abuse of halal sign. Hence, lack of man power will definitely impair the enforcement of the said enactment.

 
In the meantime, I suggest that Datuk Arifin to ensure that the construction of Syariah Court for Kota Kinabalu which was scheduled to commence this under the 3rd Rolling Plan in Rancangan Malaysia 10 will begin without any delay. I have been made to understand that the site for the court is 5 acre and is located next to Masjid Bandaraya at Teluk Likas. However, I do not see any construction is going on there. The present syariah court in Kota Kinabalu which is located in Sembulan is already old. It is also too small. A new syariah court building is thus a must have for Kota Kinabalu.

PAS NEGERI SABAH MENYOKONG PENUH TUAN GURU PRESIDEN

Badan Perhubungan PAS  Negeri Sabah berdiri teguh dan menyokong penuh Presiden PAS, Dato’ Seri Tuan Guru Haji Abdul Hadi Awang atas keputusan beliau berkaitan perlantikan Menteri Besar Selangor. PAS Sabah tidak berbelah bagi terhadap kewibawaan dan kepimpinan Presiden dalam memberikan pandangan dan keputusan mewakili Parti Islam Se-Malaysia terhadap isu tersebut.  Ini selari dengan Perlembagaan PAS (Pindaan 2011)

PAS Sabah juga ingin memaklumkan bahawa, kami amat berbangga mempunyai seorang Presiden yang penuh dengan ketokohan dan ikhlas dalam menjalankan amanah kepimpinan selama menjadi Presiden PAS. PAS Sabah juga akan terus memberikan kerjasama dan dokongan terhadap apa juga pandangan dan keputusan Presiden selepas daripada ini.

Justeru, PAS Sabah berharap semua ahli dan kepimpinan PAS di semua peringkat agar terus mematuhi dan memberi dokongan penuh kepada Presiden.
